Well, technically there are two Vancouvers: Vancouver, B.C, and Vancouver, Washington. And quick research tells me that the southern Vancouver also has an East Vancouver, so the sentence above could be correct, but since it's posted in the B.C. news section of CBC News I have to believe that there is a word missing in the sentence - perhaps home between Vancouver and after.
