To make this correct, replace the word whose with who's, the contracted form of who has. Consider: as opposed to A-Rod, who has been lying.

As for the subject of the article, A-Rod should be punished far more harshly than Phelps. While Phelps was not taking a drug to help his performance, A-Rod freely admits that he took the steroids to improve his performance. A-Rod said in an interview, "I was young. I was stupid. I was naive." Young? He took a banned substance from 2001 to 2003, and in 2001 he turned 26! So, no, he wasn't young. As for possibly being stupid and naive, that should not stop MLB from coming down hard on him.
