24 hours'; to investigative the government's child-in-home-of-a-relation program

Does 24 hours have an apostrophe in the title? No, so why add one when simply identifying it? It's your own paper for fun's sake! As for the second image, the word investigative should be investigate, and the government's program is titled, Child in the Home of a Relative, without any hyphens, capitalized, and Relative instead of relation.
